Residents and developers in Johnson County now interact with a single administrative body for all land use matters. The East Consolidated Zoning Board and the West Consolidated Zoning Board ceased to exist as separate entities on May 1, 2026. They merged to form the Consolidated Zoning Board. This new structure centralizes the review of site plans, rezoning requests, and land subdivisions for the entire county.

The change simplifies the process for applicants who previously had to determine which regional board had jurisdiction over their specific township. The Consolidated Zoning Board conducts public hearings on these matters and issues recommendations to the Board of County Commissioners. The board meets at 6:30 p.m. on the first Wednesday of each month at the County Administration Building in Olathe. Sessions are held in the third-floor Board Hearing Room at 111 S Cherry St. The board does not convene if there are no agenda items.

The consolidation reflects a shift in how the county manages its growing development pipeline. Throughout the first half of 2026, the board processed a series of applications with varying outcomes. In May, the board heard cases with application deadlines set for March 13. The corresponding Board of County Commissioners meeting took place on June 11. In June, the board reviewed seven specific applications with deadlines set for April 10. These included requests for conditional use permits, accessory dwelling units, and final development plans.

Among the June cases were applications at 14150 W 175th St, 6100 W 183rd St, and 25705 W 159th St. One applicant at 14150 W 175th St requested to continue their application to the August meeting. The board also reviewed a preliminary and final development plan at 25705 W 159th St. The Board of County Commissioners met on July 16 to consider the recommendations from these hearings. The application deadline for the next cycle was set for June 12.

The August 5 hearing addressed cases with a July 10 application deadline. The Board of County Commissioners met on October 1 to review those items. One application, an accessory dwelling unit permit at 33735 W 135th St, was withdrawn by the applicant. Other cases included an accessory building use permit at 21110 Mission Rd and a preliminary plat at 127th Moonlight Rd. The board continued its monthly cycle with a hearing on September 2.

The most recent scheduled hearing is set for November 4, 2026. Applications for this session had a deadline of September 11, 2026. The Board of County Commissioners is scheduled to meet on December 3, 2026, to act on the board's recommendations. The next application deadline is October 9, 2026, for a hearing on December 2, 2026. That cycle will conclude with a Board of County Commissioners meeting on January 7, 2027.

The board provides options for public participation. Meetings are held in person but are also available via Zoom. The webinar passcode for recent sessions was 335386. Individuals requiring sign language interpretation or other accommodations must contact the office at least two business days in advance. Planning staff can be reached at 913-715-2200 or planner@jocogov.org. Records of past meetings, including agendas and minutes, are available upon request from the planning department.

The Consolidated Zoning Board continues to operate under the standard monthly schedule. The next confirmed hearing is the November 4 session. The board will review all pending applications that met the September 11 deadline. The Board of County Commissioners will follow up on December 3.
